Sure, it COULD be stalling, or it could be the obvious, and that they've had 400,000 people to process, and have to deal with banks, auditors, people calling up twice a day to check on their status, etc. Things will calm down, everyone will get processed. It's not in VWs interest to delay, they're just swamped.I am not understanding why VW is stalling here. The amount of hoops they put up is unnecessary. They don't need to hire more people. That's just a BS excuse to stall this process and drag it out for another 6 months to a year. Dealers are bored, they do this crap everyday. Verify ownership and agreed upon amount, plug it in to a program to verify the vehicle qualifies, verify the vehicle runs and was driven in, get a payoff, notarize the "I hold not future claims for the vehicle, power of attorney for the title. EBT or check in the mail. Done.
Whatever fees the dealers would charge for this service would be at worst case a wash.
VW clearly has an agenda here, and it's not to win back customers. Is the judge tooo stupid to see this?

My offer finally came in (waiting since 10/28)!Just received an email and my docs were accepted... now on to the next stage of hurry up and wait.Uploaded 10/10 and still waiting on the review. I have a loan on the car (not through VW credit) so I'm sure that is causing the hold up.
Also I'm getting flooded with emails from my Dealer telling me how to file a claim, and to make sure to list them as a return location. LOL
