04 bew no start

Recently i purc hased an 04 jetta wagon bew auto. When i bought it the guy said he crossthreaded the oil plug and got shavings in the motor so he pulled it down and rebuilt the bottom end , he said he replaced the cam bearings also, he put the motor back together and it wont start, i dont know enough about the PD motors so i took it to the vw dealership, they have checked timing and its on when u crank it the first second it wants to fire but then just turns over, the tech says it is showing out of time but its not, he had the wrong speed sensor in but that was fixed anyone have any insight, immo is also not the issue

There are just too many to list....
Cranks normally? Any white smoke in exhaust while cranking? Is there fuel getting to the engine? Any DTCs? Is there cranking RPM showing on the scan tool?

Yes cranks normal fuel is there the IP showed i believe 22psi while cranking ill check on the other

Ok so far i found these DTC'S... Dtc's are 0321, 2564, 1652 .....yes white smoke and rpm's show on scope when cranking

Well after long and hard we figured it out, the previous owner who rebullt the motor when he installed the crank he bent the trigger wheel for the speed sensor causing it not to pic up a signal. Fixed that reinstalled the oil pan and it fired right off, the code for the actuator was due to the actuator being bad i bought a garret replacement actuator made 1 out of the 2 put it in and no more codes car runs great
