Unusual Idle Engine Speeds

Symptom 1:

Sometimes RPM steps from 900 (or is it 950) to 1100 for a while then back to 900. Seems random.

Symptom 2:

Often, after running long enough to warm the engine up, then shutting down for a few minutes, engine will start immediately on restart (usually has "hard starting when warm" problem) and will rev up to unexpected high RPM. Not really high, but maybe 1500 RPM for just a second and immediately settles down to normal.

Some oil usage? That's an understatement. That's 4x the normal amount. Where is the oil going that you use the whole sump volume in one oil change interval?
