Remove foam inside fender wells?

I remember my MKIV Jetta TDI had foam inside the front fenders that would retain moisture and eventually start rusting the fender. Well, I pulled the front inner wheel well liners and found foam in two places. Both sides were indeed wet on the bottom section and my car hasn't seen rain in days.

Is it ok to remove this odd shaped foam liner inside the fender?

That’s one of the first bits of routine maintenance I do on a vw after watching my old MK4 golf fender rot out. I toss the foam and the engine cover.

what about the rear wheel well? do they have liners in there?

What other foam covers to remove on the car that is prone to cause rust?
