the trunk release on my 04 TDI is not functioning when using the wierless remote or the release inside the car. The Key on the other hand does wopen it. That being said, I removed the plug from the Actuator, relay or what ever you call the part that activates it from the remote or drivers door and there is 12 Vdc on the 2 terminals all the time and it goes to 0 Vdc when activated, does this sound normal?

I had the same problem but mine was a mechanical fault. replaced actuator and plate

I think my actuator was bad. Not exactly sure what's going on with yours but it matches the description of what mine was doing. Think I found a guy selling a kit on youtube.
here it is, you should be able to tell if that's your problem. And if it is you can buy the kit from him for like $20.
