question about a \'96 passat (2.0) coding

a friend has a 96 passat with the 2.slow engine. A year or two ago his instrument cluster was replaced and the dealer/repair place that did the job said it was not possible to put the old mileage back on the the ODO. So he's sitting with a car that has many more miles than displayed.

is there any way to re-code it or fix the mileage so it reads the ACTUALL mileage? not just what he's driven since the replacement?
