Bad ground could cause it.
Check if it speeds up with the head lights on.

Bad ground or headlight harnesses. The wire insulation become brittle, break away over time.

Low voltage on the tail light wire 10 volts so i pigtailed the left and right together. Shes on her last life so im not going for a deep dive. Grounds were good in the rear i did clean and grease the one in rear.

Take each light assembly out and measure the voltage from the brass base of the bulb (while it's in the assembly) to the ground point.
I would not want to see more than a few tenths of a volt.
