Immobilizer won’t work with used ecu

My ecu went out in my 2002 Jetta tdi so I found a pre owned one on eBay all numbers matched up only difference is it said made in Germany and my bad one was made in mexico put it in and it starts but immobilizer shuts it off I figured no big deal I’ll have a locksmith come and reprogram the keyfob he reprogrammed it I even watched him perform the steps and couldn’t get it to work he took battery cables off touched them together and everything after 30 minutes of trying he told me I would have to take it to dealer and charged me $75 for nothing . Any ideas

Immo delete is the way to go. Then cover the flashing immo light with a piece of black electric tape. My daughters bug has this and I forget that it has the delete with a flashing light.
