When you turn the key on does the glow plug light on the dash come on, even for a second?
Your Dublin 2000 may be different then what we have on this side of the pond.

For some odd reason the glow plug codes need to be cleared with a suitable OBDII device like VCDS.

Tested it all with meter? Was it a short or long wire harness? Maybe a bit of differential in your crimp if it is a shorty, or a bad new gp. Test individual resistance and continuity in them and the harness. Being a 2000 its a two wire yes? Dodgy parts?
