Charge Pressure Control: Positive Deviation

I am trying to solve a problem with a 2002 Golf 1.9 PD 100. It goes into limp mode during any trip, even when driven carefully. When I stop, the limp mode resets.
I get the following fault code:

17965 - Charge Pressure Control: Positive Deviation

P1557 - 35-10 - - - Intermittent

Things I have done so far are:

Change the vacuum lines for silicone.
Tested turbo actuator for for leak with mityvac.
Do the Mr.Muscle turbo clean.
Changed the MAF Meter. I found the actual air flow in Vagcom was staying the same at about 450 whatever was requested. When I changed it, the result was the same.
Tested suction on N75.

It is possible that the turbo is still stuck, as the movement on the actuator was about 1/2", not sure if that is enough.

Any ideas as to what is going on?

Absolutely could still be stuck vanes. Exercise the actuator and make sure it moves freely, then check when it starts to move and reaches full excursion.

I just checked the movement on the actuator. It is moving about 8-10mm. There is a lot of spring resistance.
