1600 every once in a while on a flat road cruising is not a problem but I wouldn't stay there all the time. I'm a 4th @2,100 person myself.
There have been studies done with mileage vs rpm and the lower rpm wins but that higher mileage says nothing about wear that is caused by heavier throttle low rpm.
Just as riding your 10 speed bike in a high gear and pumping hard strains your joints the same is true in an engine. Heavier throttle means more pressure on cylinder walls, crank bearings etc, etc, etc...
