What is this part?

This may be a silly question, when I was looking at my tandem pump and inspecting for diesel leak, I noticed this.

It seems like the plastic peice has borken off.. Anything to be concerned about?

Those are the 3 coolant glow plugs, intended to help get cabin heat faster in cold weather.

They are not monitored by the ECU, and probably burned out years ago. Nothing to worry about.

I replaced my likely original coolant glow plugs not too long ago. Old ones came right out, surprisingly. And this winter I did notice that the car came up to temp a fair bit more quickly than it did last winter. And this year I skipped the radiator block-off.

The only concern would be that there is an exposed "hot" wire connection when it's cold out. You could heat shrink a couple of layers on it if you wanted to protect it.
