vw service action 804t, -auxiliary heater element parts recovery program

does anyone know what this involves, i just got a letter from VW, but local dealer says they will not be doing this service action as they do not have the tools.

If your dealer has refused to do the work, you need to call VW of Canada (https://www.vw.ca/en/about-volkswagen/contact.html) and to notify them that your local dealer has refused to perform the recall. Do not email them, they never get back to me - ever.

FYI - parts are on a national back order, I've been waiting since beginning of December for the part to come in and I was told it's a big job as the dash needs to come off to replace the heater element.

I talked to one dealer in edmonton, and they claim they can get at it next week if i want to book it in, however they indicated sometimes the wiring is damaged (shot, burnt i'm guessing cover by the recall but separate part) and the repair for that is not shipped with the heater replace kit, so possible additional delay.
