I have a similar problem. Except I need to replace the entire thing (lens broke). It looks to me like the valence may drop down apart from the whole bumper...but not sure. I hope it's something easy and not a removal of the entire bumper.

I have never replaced the fog lamp on my Beetle. However, the Bentley manual for the Beetle has the following instructions:

1) Pull the harness connector off fog light rear cap.
2) Turn rear cap counterclockwise and pull down.
3) Disocnnect unshielded (ground) wire for fog light bulb.
4) Squeeze top of bulb retaining clip and rotate downward to release bulb from reflector housing.
5) Remove rear cap with bulb and replace bulb
6) Install in reverse order of removal.

There is no mention of removing anything to gain access to the back of the fog lamp. I will have my '05 on ramps this weekend to change the oil. Will check the access to the lamps then.

No you don't have to go though the wheel well.....you might have to take the belly pan off though!;)

Cracked lens requires replacement of the whole fog light assembly - at least I was unable to find just a lens. Replacement complete fog light assembly was about $75.

To replace (on 2001+ Bugs) take out the front "grill" that the fog lights are mounted in. At each lower corner of the grill, looking at it from behind the grill (car on ramps or jacks helps), is an eared tab that you kind of have to work at to pop out. There are three push pins underneath that have to be worked out, I broke mine removing them and replaced them with screws when putting it all back together. After that the rest of the grill will pop out of the clip, the remaining tabs don't require anything but pressure.

I have a panzer plate, I didn't have to remove it.

Once the grill is out the fog lights are just 3 screws and the wiring plug.

On NB's older than approximately 2001 evidently you have to remove the entire front clip to replace a fog, 2001+ you only have to pop the grill.

I've already got 2 fog assemblies. Just didn't know how to get to them. So the black grill (insert type thing) comes out from clips on the bottom...and then I can access the fogs?

Excellent write up here ^^^

changing the lenses on a '98 is not so easy. I'd recomend to everyone with bugs to get the stone guards that you see around... I'll see if i can find the place that I bought mine from.

Changing the bulb does require removal of the skidplate, however can be done with ramps, jackstands, or my tool of choice, driveway-skirt curb.
