Coming off the negative post of the battery, there's a grounding point underneath the battery - not wholly uncommon for that to get badly corroded, such that your charging circuit may be interrupted. (?)

I am not totally sure on the story on it, I acquired it with a lot of other VW parts. It looks usable, comes it injectors & lines, camshaft, intake manifold as well. Looking for about $200 for it.
