Rear caliper pins top and bottom not the same!

While doing my first brake pad and rotor replacement on the rear brakes (106,000 miles), I noticed one of the caliper pins was much looser than the other. One pin had almost no perceptible play, and the other wobbled around like it came from Harbor Freight.

I looked closely at the pins for wear. It turns out the two are different! The loose one is tapered in three machined steps. The "good" one is the same diameter along the entire length, but it has three machined flat spots along the length.

The other brake was exactly the same.

I haven't found any information on this, such as whether it matters where either pin goes. I plan to get replacement pins that are tight top and bottom, but there must be a reason VW did this. Maybe there needs to be some play in the mechanism.

Any ideas?
