It's Chevron's CA blend with some of Lubrizol's PuriNOx additive.

Lot's more about it on Lubrizol's own web site.

While it reduces NOx substantially, it reportedly lowers the fuel mileage and range as well.

The water lowers the peak combustion temps which inhibits the formation of the oxides.

What Lubrizol did was figure out a way to keep the water in suspension in the fuel. Pretty neat actually.
