So you have some eletrical issues. I would look at fan one because it says short to ground. I would find that short fix it and see if that helps. Have you removed the steering wheel or insterment cluster. I would also suggest you post on the Ross Tech forum you will need to post the full auto scan there.

Start by cleaning the grounds, ALL the grounds. Search on the MkV forum as there is much written. Do not ignore the fusible links on the front side of the engine space electrical box. Also, search out voltage drop test & check the connections.

the fan short to ground is because the fan always running so the fuse is currently removed.

...and WHY is the fan always running? I'd start by checking relay(s), since fans almost always get power from a relay. Is there a relay that is getting a switching signal when it should not? AC and coolant temperature sensor are the primary source of fan requests, so those need to be evaluated.
