The other day I had my cell phone sitting on the passenger side seat. After a bit I heard the ding ding and the red seat belt light came on. I moved the phone and it went away. I always set my lunch bag on that seat when I go to work since I bought car, or my phone sets there . After I moved phone, I just rested my hand lightly on the first crease in bottom from front- light comes on and starts dinging. I haven't checked it with VCDS yet, anyone else have a similar issue pop up? If so, what was the fix?

it's a capacitive sensor, not a resistive.

So its not weight related but "electrical" so a cell phone will set it off but a large bag won't.

If the sensor goes "bad" usually due to fluid or say a heavy dogs claws it will toss an Air Bag light that can't be cleared until the sensor/seat cover is replaced.
