Parts that are in play during shutdown/ASV?

My 03 Jetta ALH Manual wagon decides to shut down nicely at times and shudder on shutdown the rest.

The issue is not consistent and I'm unsure how to tackle this. I have swapped out the ASV with 3 others that I have spare. I have checked the vacuum line from the ASV to the N18 and replaced them. My EGR and Intake are clean.

I can't figure out why sometimes when the car is shut off, it can shut off nicely. Other times there is a more aggressive shudder felt inside the cabin.

The electrical wires for the ASV were rubbing but they have been re-wrapped in protection again.

Any ideas what else to check or how to troubleshoot this?

See if the flap moves freely, isn't gunked up with EGR soot, and that the vacuum lines hold vacuum.

Note it's easy to damage the vacuum motor for the flap when trying to pull the vacuum line off.
