I have 2013 tdi passat, was running fine no issues all sudden I pull in to driveway car shuts off I go restart it glow plug light flashing won't start. I scanned it came up with p0016.

I was told could be a wiring issues that it's very uncommon for sensor go out in case was a sensor what the process of changing it?

Yes I believe I have more issues then this sensor dmf went and when I go start it few spins

so i had one in the shop with that code that jumped time and creamed all the exhaust valves and rockers . it spun over but had no compresion . made you think for a second the starter wasnt engaging.

Yep... that's usually the issue. We get a half dozen or more GM 2.2/2.4L engines in here a year with a jumped chain that has that DTC! And of course countless VAG EA888 engines. Cam/Crank correlation is pretty self-explanatory, and rarely good.
