Overboosting above 3k rpm

I've read through this thread and all I can say is that I'm experiencing more or less the same thing.

The turbo was taken out yesterday, cleaned and re-assembled(i hope i done it right). everything works as intended. though, the car overboosts a little with n75 connected. i've tried disconnecting n75 (means nothing is controlling the actuator and it's by default at vane "open" positiion, which should mean that the car can't boost over 0.5bar in theory). the car makes upwards of 1.5bar with the actuator disconnected. can the whole wastegate be the issue if the internal spring is somewhat "weakened"? i've tried mityvac, tried adjusting the length of the rod, basically everything I can. 3bar map, .216s, vnt17, full pd150 intake, egr delete, stock IC and piping.

any ideas would be appreciated as I'm utterly lost as to what's wrong.
