HAHA, unfortunately, there's yet another "review" of the notarized document for "completeness". I'm just spitballin, but I'm gonna guess another 10 business days at least.

It used to be that this last review was quick - sometimes even the same day (that's what it took for mine, and that was only last week). Once this last review is complete, you will be able to schedule the actual appointment.

But I don't think it is as fast as it used to be for some reason.

I uploaded my notarized offer stuff on Friday afternoon. Still waiting.

And also still waiting for my offer on JSW#2, the one with the VW Credit lien.

This could be where it's a regional or state issue with ambassadors. That final stage might be contingent upon having those ambassadors in place. Maybe that's a piece of data worth analyzing.

I doubt that's the case. not all financed cars are through VW. Many are through banks/credit unions. Probably it has more to due with getting through the easiest batches first - those without liens. That way they can show higher completion rate for now when it counts the most as far as showing proof that they are moving quickly on these buy backs.
Tackle the low hanging fruit first then move on to the complicated ones. Image the work to payoff these CU's....

Got an offer today. Privately financed through USAA, bought 2/16. Documents submitted 9/17/16, accepted 10/20/16, offer dated 11/22/16, email sent this morning (11/23/16). Notarized and uploaded about 15 minutes later. Spreadsheet updated.

That's 14 business days after 11/1, in the most generous interpretation (not including Veteran's Day). It looks like the most recent timeframe for private loans is a calendar month after approval to get the offer. I'm not naive enough to think it would actually happen, but VW needs to be fined out the wazoo for wantonly violating the timelines they signed off on.

Of course, the FTC won't enforce any of the penalties set forth by the agreement, because they're toothless, but hey, I'm sure the lawyers got a ton of extra money for the time it took to put them in there.

The DOJ agreement specifies penalties (I don't think the FTC one does), and it was prepared by government attorneys, who get paid the same whether they're working on that or something else. Whether they'll enforce the penalties remains to be seen (though I'm also skeptical).

The last timeline I saw attributed to VW is that they have 10 business days from 11/1 (so until 11/15) to accept documents, and then ten business days from that date (i.e., until 12/2) to make any offers. By that view, they have at least until 12/2 to make any offers, no matter how early your documents were submitted or accepted. I don't at all agree with that interpretation, but there it is.

That would allow us to see if there is much of a difference in how VW is handling these buybacks.

Yeah, that is absolute horse hockey. I doubt they'll be held to even that, much less the actual letter of the agreement.

The part that has me really pissed off is that by the time I get an offer all the VW Credit and paid-off people will already have scheduled appointments, so I'll get one at some point during Trump's third term.

So they have the resources to change the wording on everyone who is waiting for offers but not to actually follow the schedule they agreed to? This is a low move by Volkswagen, they have just guaranteed I will never buy a new VW ever again. FU Volkswagen!!
Takes one person to make that text change on the website. Probably didn't even require a meeting.

Received my Offer Letter this morning about 6am. I can't update the spreadsheet now but will once the traffic getting into it calms down.

Also note I've been checking the VW credit portal each day to see if there was a payoff quote request made and there is none, so it's all done behind the scenes.
