Odd Brake Light Behavior

Had two B4 TDi sedans, currently running a 96 B4 TDi wagon.
Hey team, we recently bought an 05 jetta wagon tdi. It's our fourth tdi, with two B4s in our past and a B4V in the garage. The tail lights were behaving oddly, so my son and I went through the receptacles cleaning and sorting. Everything works EXCEPT.....the two-filament tail/brake bulbs. When the tail lights are off, the brake pedal activates the brake lights as one would expect. When the tail lights are on, both filaments are illiuminated and pressing the brake pedal makes no significant change in the intensity of the illumination. To the casual observer, it would look like there are no brake lights when the headlights are on.
Thoughts? Fuses are good, receptacles are reasonably clean, visual inspection of the plug into the receptacle assy reveals nothing concerning.

good questions. Do the bulb holder assys ground direct, or through the loom? If the loom, where do they land? (first one of these....I can find them on B4s all day.....)
