J317 is the 109 Relay. The 109 Relay is actually "activated" by the ECU (computer). The ECU has power on it even if the Ignition is OFF. It also receives power via Fuse 29 when the Ignition is turned ON.
So, you should check for 12+ volts on Fuses, 32, 34 & 43 as I suggested. If they do not have 12+ volts then the 109 Relay (J317) is not working. If it is not working, either the ECU is not "activating" it or it is bad. Or, Fuse 29 is not providing power to the ECU when you turn ON the ignition.
The other codes may go away (can be cleared) when the first problem is solved!

Possible Causes
- Fuel Shutoff Solenoid (N109) Faulty
- Wiring to / from Fuel Shutoff Solenoid (N109) Faulty
- Engine Control Module Faulty <<<<<<<<<<<<<<<<< My guess is that the ECU may not be getting power as I suggested above!
Possible Solutions
- Check Fuel Shutoff Solenoid (N109) using Output Tests <<<<< Test for volts at the Shut-off! Voltage will drop considerably after the Ignition is turned ON, which is normal. Thus, you should have someone turn the Ignition ON while you have the multi-meter there checking for voltage. (Again, voltage will drop off which is normal.)
- Check wiring to/from Fuel Shutoff Solenoid (N109)

Reading up on P0228 does not indicate a "no-start" situation, only limp mode! Again, fix the issue with the 109 Relay or power to the ECU and this code may be able to be cleared!~
