Noise in Dash

Every time I start my car I here a "buzzing" noise. I am pretty sure it is coming from under the glove box. Definitely makes the noise when I turn on the internal air circulate button.

Was thinking of changing the cabin filter. Maybe something is stuck it there like a leaf???

Anyone have any ideas of what I shoud look for?

Duct tape and a shop vac and suck out the gunk. Duct tape for covering all unnecessary orfices.
