Bew golf has been manual swapped and has had an issue since it was and auto with starting on the first crank, normally it would start amd then idle rough and die the first crank which lead me to believe it was a fuel issue, over the last 2 weeks when I go to crank it the starter would completely disengage while I'm trying to give it a long crank but would start up on the second try, however today the cars starter won't even engage amd the solenoid won't even click, I checked voltage at the connecter for the starter and it's at 11.97v, I tried to jump the starter and the first time I got a decent spark but the starter didn't even try to turn over, I switched out the starter and it didn't help at all, and when I try to jump the new starter I hardly get a spark at all if i even get a spark, I checked the relay and wires leading from the starter to the plenum chamber, then to the relay, and up to the ignition switch and everything looks good, minor corrosion starting in the plenum chamber on the brown connector pin 3 which goes to the starter relay but not much at all, im at a loss, idk what it could be, any help would be amazing, im suppose to leave state for a job this week and don't have a running car :(

Sounds like your not actually jumping the starter correctly. The starter always has power (why you have 11.9v) to it your wanting to jump the solenoid which will spin the starter as well.
Unless I am misunderstanding something your trying to convey. The correct way to test voltage to the starter you will want to have someone turn the key while you hold the meter point on the solenoid (small wire clip).
If I had to guess considering you swapped starters this is not a starter problem but a power to starter problem. Your previous issue could be a few different things.

I suggest following up on the advice you have already received rather than starting a new thread for the same issue.

If you are jumping the starter correctly and still nothing take it out of the car and try to get the starter to spin on its own.
If doing it correctly and still nothing either A your new starter is bad, or something is preventing the engine from spinning over.

Hah, didn't even know I was replying to a thread with 50% the information already provided on the forum.

I havent tried taking it out to get the starter to work cuz I don't get why it would start outside the car but not inside, maybe because of bad wiring? And I have turned the engine in neutral and in 5th gear like the other thread said to do, if I can't get my car running and get to this job in Montana this week I won't have a job which is y I started a new thread, im running out of time and no one was saying anything to help that I haven't tried

I had a neighbor right next to me showing me how to jump it to start it, I did it on a mk4 jetta 2.0 and it turned the engine and when I did the same to the golf nothing happened besides a smaller spark on the first starter (which is only 2 months old from rockauto) and an even smaller spark on the new starter (duralast from autozone) do I know I was doing it right and the 11.9v was when the key was turned, sorry I got a million things running through my head and forgot to mention that last part, probably something else too

What different things? Major voltage drop from POS side of battery to the starter maybe? This has been racking my brain amd I've never has starter problems before, calling a mobile mechanic tomorrow but I still wanna know how to fix it in the future

11.9 volts is a dead battery to start with. Charge it and test it, check all your cables on both ends and make sure you have good connections.

It's 12.5v when my meter on the terminals, I pulled a brand new battery from my brothers car to make sure, and my computer reads the battery at 14.2v once the cars been running and is warmed up, so I have a .6v voltage drop idk if that's enough to cause it not to start but I wouldn't think so, I saw my buddy's car start last weekend and it was only reading 10.2v at the terminals

If your reading 12.5 at the battery terminals and 11.9 at the starter you have a loose or bad battery cable.

Are you figuring the voltage drop by subtracting the one reading from the other? Correct way to do it is with one lead of the voltmeter at the pos battery terminal and the other lead at the big connection to the starter.

Well I have a 100% drop there cuz I'm not getting a reading, I thought I was doing it wrong and that's y I wasn't getting anything, so maybe a new battery cable? I cleaned both ends of that cable with sand paper and brake cleaned the dust away

No drop there is good. That means all the juice is getting to the starter. This is assuming you read it while someone was cranking the motor over with the key.

To verify the starter actually works. That's why it was suggested. Being brand new doesn't guarantee anything. We're all waiting on you testing the starter out the car in the other thread.

You could also try jumper cables directly on the starter in the car, use the negative and positive cable to hook it to the battery.
