Has anyone replace a parking/hand brake cable on a 2015 Passat? The maintenance manual does not indicate what has to be removed from the vehicle to access the cable so it can be replaced.

There are just too many to list....
You need a SHOP manual.

But the NMS is pretty easy, there is a little trap door in the bottom of the storage cubby in the center console. It just pops out after you remove the liner. Then you can access the end of the cables do disengage them from the equalizer bar.

Well, I didn't know either how to access, and clearly I undid too much, but:

And for reference, that nut to adjust the length seems to be 3/16" hex... definitely not a 5 or 6mm, perhaps a metric I don't have.

Same size as the 5BA bolt head. BA (British Association) is actually a metric std for small threads and still very much in use in the world because it has a 45° thread angle, which is apparently better for small screws.

Turns out I have a bad caliper. Lever for the parking brake on the right rear caliper is extremely hard to move and when I manage to move it, it won't return to the starting position unless I force it.

7/32 is only .003 larger than a 5.5mm so it should work

You might be able to remove the caliper and work the lever arm with some penatrating fluid to free it up. but not promise's the issue won't pop back up XXX miles down the road.

You do use the PARKING BRAKE every time you park right?
