Does it make sense that my car has an extra ground that touches one of the alternator bolts - then ground to the frame? Whoever did the alternator on the car added a ground but nothing looks broken, seems like all wires are connected to the alternator otherwise. Anyone see this before or do it as a good practice?

Only the person that did it knows the true reason but I suspect they noticed high resistance between the engine block and the frame/body, and instead of replacing the factory cable, they just added another one.

Yea the car is rusty, all the bolts and clamps everywhere. I may take another look at things and what may be the main wire for ground I can remove and clean up. Otherwise I may just leave the wire there as added protection
