Working on Bio Award calculation

With all due respect to John Ford, isn't the bio category award supposed to be for B20 and higher blend %s?

I need to update the bio award calculation in the database.
Improvements that I'm working on:
-Award for B20 or higher
-Weighted average of Bio percentage if some tanks are ULSD.
