Limp mode

My 2013 passat tdi is in limp mode there is power to the boost solenoid and it can be activated manually, and tbe wastegate will close. However the computer won't close the gate or supply the additional fuel required. The turbo was replaced 3 months ago by VW, I've checked all wire connections etc. The vehicle was taken to the VW dealership and they could not repair the problem, and the shop bill was almost $500.00. The engine starts quickly runs very smoothly but lacks the boost. Any help would be appreciated.

This issue started after the turbo replace and your car is under warranty it shouldn't cost you a dime as long as it throws a code
