the piston is going to be in the up position with the valves closed.

It isn't going to be 400 psi. probably around 100psi but i have to look at the book to be sure.

a leak down test is not the same as a compression test.

Leak-down testing is usually done at TDC on compression.

If using a dedicated-use leak-down gauge (i.e., graduated in percentage), the gauge manufacturer usually specifies the line pressure at which the gauge is calibrated to read most accurately.
