Is it possible to have launch control and if so then how? 2001 Jetta 5 speed

By "5 speed" I have to assume you mean you have a manual transmission, yes? Launch control is a specific program generally used on automatics or automated manuals (DSG) to allow a car to take off faster from a stop.

Launch control on a manual transmission is your left and right foot...

It's possible to do with a ECU tune, you can set the engine speed to say 2500rpm at full throttle.

supercharged 6 speed S200. Had launch control. 5 speed CRX. Has launch control. Launch control is where you can put the throttle to the floor with the clutched pressed in and the throttle will bounce at whatever rpm you set it at. I'm almost certain that automatics dont even have launch control.
And how would I set that up with an ecu tune? I'm going Malone stage 4. Are they able to set up launch control with that?

It's really just a rev limiter that's only active when the car isn't moving.

Kerma/Charlie, does this have any ill effects on the injection pump? I can't imagine going from full injection quantity to 0mg and back would be very good over the long run. I'm not trying to bash, just curious.
