is costco diesel good quality?

You probably won't find it for most other places either. They don't seem to know anything locally and the times I have contacted the main office for companies for things like this they will only quote you the federal minimum rating of 40. But I would imagine their fuel is as good as anyone elses. Try it and see what you get. Never read of anyone complaining about it.

Surprisingly, the station manager often knows quite a bit about their product. Try asking. Just guessing, I'd think there is only maybe 4 or 5 refineries.

I haven't had any issues with it at the one station I've found in Washington, and that is where I often fill up.
No undue knocking, marked as 5% bio if I remember correctly.

Evidently, not if my and others experience has any relevance. Long ago I tried asking multiple stations in my area with no knowledge by anyone that worked there. When calling the home office they would only quote me the federal required minimum value and not the actual value. There are many threads for back then asking for this same info and most got the same responses I did IIRC. The OP is from California so the Cetane there is 50 IIRC. I wouldn't even worry about it with that alone.

just found out that California's minimum diesel cetane is 53. It's basically diesel with additives? I feel chevron is far superior than costco diesel. Or some may say diesel is diesel.

Costco diesel is primarily what I use in both of my TDIs. It's the only Top Tier diesel around and supposedly has additives in it for better lubricity to protect the fuel system. The main reason I use Costco though is it's $0.70 cheaper than out in town and it's near me. $1.69 this week.

Finding a station that has high turnover of diesel is important too.

I've also gotten into the habit of adding a cetane/lubricity booster every re-fuel.

Yeah - given the volume of cars going through the Costco pumps, I expect that it's going to be among the higher turnover retailers in any area. And Costco is known for retailing above-average goods to its members - if Costco fuel is an option, that's always where i'll fill up. The fact that it's also ~6-8% cheaper doesn't hurt either.
