Intake flap valve motor cycling at shut off, is this normal?

Troubleshooting a (lack of) boost issue and while I had the hood open, engine cover off and was standing outside the car heard an unusual noise when shutting the car off.

Is this normal?

Here's what I know about any modifications of this engine
Malone stage 2, CP3 HFPF, and the deletes

From what I remember, yes it does cycle when the engine is shutdown. It prevents some of the shutter old diesels had during shutdown. It returns to a normally open state. Had mine zipped tied up for a while when trying a test pipe to prevent CEL and it did the same thing each time.
