Injection timing off/MAF reading wrong/turbo overboost code

Okay so long story short timing belt snapped so I replaced the head. I checked piston protrusion and called dealership to verify the right head gasket. Used a 2 hole gasket and all pistons were the same height. Got engine in time and running. But everytime I'd go over 2400 rpm it would activate an overboost code and go into limp mode. MAF was dirty so I cleaned it but no change to issue. Replaced it with new MAF Bosch brand same part number as original. New air filter, new boost pressure sensor, new turbo when replaced the head (old one failed oil blowing past seals), new vacuum solenoid for turbo. Now two issue are with OBDEleven I show at idle 470-510 on MAF. For start of injection it says to be between 2-4° BTDC ive worked on this for a week and I can only ever get one right. Specified or actual but never both. IQ is right I got that right as soon as I got the engine back together and running. Now I did remove the EGR valve and the vacuum lines so now the only thing running is the turbo but the vacuum solenoids are still plugged in and should be running. This car was doing this before the timing belt broke and the EGR has been off well before all the major work ive done. Turbo overboost issue started a few months before the belt broke. Engine has 377,000 miles and I'm moving towards a tune or possibly Injectors at this point but I need advice before I jump the gun on this. Also another question on OBDEleven it shows °n.OT or °v.OT my friends 1998 beetle ALH shows 3.1°v.OT on actual and specified and a 63%duty cycle. The best ive got was 1.3°n.OT on both with 69% duty cycle. Does n and v mean ATDC and BTDC? Sorry I know I said short story but here is everything with as much detail as I could fit in a short time.

With that kind of mileage I'm wondering if the turbo actuator or N75 is sticking.

In any event, you'd get better responses if you posted this in a more suitable forum - this one is for TDI gatherings from >20 years ago.

What year TDI is this?

Sorry new to the TDICLUB lot of different forums to look through. If it's an issue posting on this one I'll resubmit it elsewhere. It's a 2003 jetta but I won't keep posting on this one. I hope everyone has a good day.
