Inconsistent cigarette lighter power outlet

My old 06 TDI has "Always on" cigarette lighter power, and the sales lady at dealership told me it was no longer the case for my new 2010 jetta sw.
And I found it true until one day, when I pulled out the key, and the red power indicator of my cellphone charger is still on!
But I was not able to reproduce it later.

Has anyone here observed the same too?

how long did it stay on? sometimes those LED charger lights stay lit for a little bit.

I have my GPS hardwired to the 12v outlet fuse and it is indeed switched by the key.
