So what is the deal with buying cars over state lines? I'm in CT and think it is a pain at least from what I know, but never done it before. I'm on to buying my second car, for whenever I turn my Passat in..
Availability and price for me.

California is big, but apparently not big enough.

Our first TDI was an '06 Jetta in 2008. New TDI sales had stopped due to tighter emissions regs, and 30,000 mile Jettas in average condition had $30k stickers in the windows.

A quick flight to Phoenix found us a 20,000 mile Jetta for $22k, in beautiful condition.

A loaded '05 Subaru Legacy wagon with a manual was a unicorn here, found one in Utah.

The Volvo with the colors and options my wife chose was available in SoCal, and they had a regional rebate for the pretty 19"wheels that wasn't available in NorCal. Plus that's a more competitive car market to buy in, and dealers seem to take out-of-area buyers more seriously, making it worth the 350 mile trek.

A little off topic, but got this email today from CT DRS:

Thank you for contacting the Department of Revenue Services. This is a general information e-mail in response to your recent inquiry.

A State of Connecticut Department of Revenue Services Media Release dated October 11, 2016 addressed the proposed settlement between Volkswagen/Audi, the U.S. Department of Environmental Protection and other regulators in response to software installed in certain Volkswagen and Audi diesel cars that gave false readings to pass emissions testing.

Owners of 2009 through 2015 TDI 2.0-liter diesel Volkswagen or Audi cars have two choices under the settlement:

1 - Cash for the “buyback” of the car (or early termination of the lease), or
2 - Keep the car and have modifications done to the emissions software, plus receive cash.

If the owner chooses to take the buyback payment and use it to purchase another car, Connecticut sales and use taxes will be due on the purchase price of the car, including the buyback amount. There is no trade-in credit.

This is not a typical ‘trade-in’ under Connecticut law where a motor vehicle dealership accepts a vehicle from a customer as a trade-in and applies a credit toward the price of another vehicle. Instead, there is one transaction in which the customer is being paid for his sale of the car back to VW, and then a second transaction where the customer uses that payment to purchase another vehicle from a dealership.

Normally, when a car is traded-in, sales and use tax is applied on the difference between the taxable sales price of the vehicle being purchased from the dealership and the amount allowed by the dealership on the car being traded in. Under this scenario the trade-in reduces the sales tax amount owed on the car being purchased.

If the owner chooses to keep the car and have the modifications made to the emissions software, there are no sales tax implications for the owner of the car.

If it was about the environment or health you would be concerned about the gasoline directed injected engine's particulate emissions. They are significantly higher than modern diesels with particulate filters. Nonetheless they are legal and thus people don't care. I definitely don't prefer having fine particles embedded in my lungs.

It may only be MA, and a couple other states, but you can't pass cash for title and car, and then drive legally back over state lines. Technically, you're supposed to buy it first, take the title to DMV, get registration, and then return to get the (now legal) car. Evidently, nobody thought about how inconvenient this was. The only other way is to wire tens of thousands to your seller, plus a few clams of postage, and trust:
-the car is fine, no scratch / dent
-the car even exists
-the title shows up before you drive/fly back
I think this had less to do with heavy regs, in MA, than it did the power of the dealer lobby, looking to discourage personal sales beyond the bogus sales tax credit (welfare) they already get.

But you should be able to buy in the other state, get that state's temporary registration (so it is now registered), and drive that back. That falls under the constitutional provisions of recognizing other state's licenses and registrations.
Note that this is different than the situation you outlined, which is buy a car (presumably used as the Title is involved and usually there is no Title until one has been issued by the state it was sold in when the dealer submits the manufacturers certificate of origin) and drive it back without registration just title.
This is what we did when we bought our 2011. TDIs were very popular in OR and most local dealers were adding thousands to MSRP. Our dealer in MN saved us ~$2500 and got us the car equipped exactly the way we we wanted.
We wrote them a check which they verified and put a MN temp sticker in the back window and the certificate of origin in an envelope. Over 3k miles later, we surrendered both to Oregon DMV for OR plates, registration and title, without problems.

That is a pain. When I lived in MA, I bought my VW Golf at Gateway in Nashua (anyone remember them?) and just got the NH temp plate on it and drove it home to MA. Took the paperwork in to the DMV in Fitchburg (?) and got it registered.

When I lived in NH I bought a Dodge RAM 2500 Cummins from a Dodge dealer in Milford but had it delivered in Utah as I wanted to drive back to NH with a load of stuff and a trailer from my parents house. When the truck arrived at the Utah dealer, the NH dealer gave me the NGH temp paperwork and cardboard plate (at the time), which I then took with me when I flew out to UT (at XMAS time). I left that NH plate on for like5 months as I ended up not driving it back until a few months later when I flew out again in the spring.

Basically what I did with the Audi I got to replace my JSW. Except that since it was financed, they had AZ issue the title and then I had to have Audi FS send the title electronically to UT to reissue. I signed in Arizona, got the 90 day AZ out of state temporary registration etc, and drove it home. Drove on AZ temp plates for almost the full 90 days before everything was set. Was pretty easy.

I go test drive it , hand over the cash , seller hands me the title , drive home & register it

I have never bought a brand new car and only once from a stealership, usually cash from a private individual


GA allows 7 days from purchase to register it
I take a copy of my insurance policy , and a copy of the GA regs allowing the 7 days with me to show to a cop if I get stopped for no tag and have never had any issue driving hundreds of miles back home with no license plate


We usually get a 6-7 yr old vehicle , sometimes at an auction for the best deal
But I'm done with late model vehicles ,
Too complicated for no reason at all
Just for the sake of being complicated

My next vehicle is going to be the nicest Unmodified 88-91 K-5 Blazer I can find

I really thought I wanted the diesel Jaguar XE. We took one out last week for a nice drive. I thought the build was nice but it just did not do much for me. I thought to myself it was a little loud and if I'm looking and this much money I want something a little quieter. We settled on a 2016 Mercedes C300 4matic. It was a dealer service loaner with very low miles and great price.

I ended up getting a ford fusion hybrid SE and am pleasantly pleased by it. It gets acceptable mpg, seems to have acceptable pickup for what I need, is more comfortable then the Passat in regards to seats for long distance and I really like the lower maintenance cost. An oil change was $35 verses the $125 VW was hitting me with. Drawback is small gas tank so more frequent fuel stops but I can live with it. My Passat was a 2014 SE TDI and I was noticing rattles and sneaks in car that i hoped would hold up better than that plus had started noticing more and more diesel fume smells in the cabin by time I turned it in.

I actually don't miss it all that much. Now I am just waiting and waiting and waiting for VW to pay itself to close out the loan I took with them. God awful slow. I actually just re financed the ford for better rate and it took 4 days for original loan to be closed out. I am now on day 20 for the VW loan and think it may be several months of additional car payments until they get their act together but they have no incentive to do otherwise that is for sure

It has been interesting to pop into the pages of this thread and see others narrowing to the same things I have - of course, my ability to buy stinks.

I"d be getting a Mazda CX-5 if I could, still might be able to pull off a used deal when it is all done. Same for the HRV - i'm not sure I can find a used one already though.

My JSW is the perfect car right now for me, great mileage AND the space I need. I know there won't be a repair for it, and my extended warranty will be out of miles soon. Which makes it rough for me to pay the maintenance premium on a vehicle I know I won't get to keep in the long run.

SOOO, right now i'm at the "screw the MPG" and am going to go with a used Equinox or RAV4. My mom's neighbor is the auction buyer at a Chevy dealer and will CPO for me, so when that offer letter comes in I shall see what my budget is to work with.

All of you that end up with fun to drive cars - go take a spin for me please!!! :D

What you leave out is the reason you buy used from private sellers rather than from dealerships or new. In GA, sales from private sellers incur NO SALES TAX!!!! It's a huge benefit from living in GA and we're all jealous.

In GA, no car sales incur sales tax, whether from private sellers or from dealers. However, they all incur the Title Ad Valorem Tax, again, whether bought from a dealer or a private seller.

Same in NC. I think it is a road use tax based on the state's value (not necessarily what you paid) of the vehicle and not a "sales" tax. The only time you don't pay this is if you transfer ownership to a family member. You also pay this road tax when first registering your car when you move into NC.

First I want to express my deepest gratitude to every DIY, thread and helping hand. This forum is exceptional and I will certainly miss it. Since I will not be checking it so often.

I sold this Monday both my 2012 and 2013 Salvage Tdi's to VW in a bittersweet moment. I will miss the cars dearly, but it was the right choice in my particular position.

Having said that, I replaced my 2012 Jetta with a 2013 Chevy Volt with 32,000 miles (Bought for 13.8K/ My buyback got me 21.9K). So far very happy and 92mpg mileage and charging with my solar panels at home.

And today I completed my wife's purchase of a 2013 VW Eos White and Tan with 35,000 miles for $15.2K (Her buyback netted her 23.9K) I will be getting shipped from Clark, LA.

So we replaced our paid for cars, with paid for cars we both enjoy and the remaining 16.8K funds are going into a college fund for our second child born just 3 month ago. Thanks VW and we are still part of the family with the EOS (Will be getting ready for the 40K DSG transmission oil change).

The TAVT --IS-- a sales tax
Enacted by the state after the dealers shoveled enough money to the right state senators to get a sales tax passed AGAIN on private sales
The sales tax a few years ago got knocked down in court so they just changed the name to title tax , and ka-Ching ! Lots of money for the state and lots of bribes , uh I mean campaign donations to state representatives

They also changed the reg so if you buy from a stealership you have 30 days to get a tag but only 7 days of bought from a private individual

They technically consider it a property tax, not a sales tax. Which is why they tax you on what they think the car's worth, not what you actually paid. But, since it's a one-time tax, the IRS says it doesn't count as a property tax so isn't deductible. But fine, call it a property tax; Dr. Chill's point is still incorrect--GA buyers pay the same taxes on cars bought in private sales as they do on cars bought from a dealership.

Nice that annual registration is only $20 though.

That is differenct than NC. We have the use (sales) tax when the car is first registered and also annual property taxes on the vehicles. Heck, they even want me to pay property tax on my kayak trailer.

Even with your photoshop skills, I like the idea. I'm sure I could convince the wife to get one of these sooner than an Alltrack. Although she has her mind made up that when it comes time to get rid of the JSW, she's going back to a CUV. I'm pushing for the new Chevy diesel.

Don't forget that Mazda will soon have a diesel in the CX-5.
