You have grossly over exaggerated the simplicity and under exagerrated the cost of a private importation. True there is a 2 percent customs tax, however you must have the vehicle processed through a registered importer (6,000 usd plus) as well as post a bond to the NHTSA in the amount of 150 percent of the dutiable value of the car. Then you have to obtain recall insurance as well as whatever parts are needed to make the vehicle conform to US specs. I've done the research and math and totaled it would cost approx 10K for an easy importation, and up wards of 30K for a vehicle that has not been privately imported in the past.
This is the "Legal" method, other non legal methods exist but have the caveats that if discovered your european jewel will be seized and crushed.
My experience has shown that it is easiest and cheapest to convert first, then import second.
Oh the 2.7tdi is a single turbo engine. There's no such thing as a 2.8tdi. There are 2.5's 2.7, and 3.0 tdi for the V6, and the 1.9 and 2.0 for the 4 pot engines.
