Horns not working

I have a 2011 VW Jetta 2.0 TDI. Both high and low horns stopped working at the same time. I don't know if it's the relay because I can hear the click when I push the horn. I don't think it's the clock spring because the windshield wipers are working. I swapped 3 20 amp fuses from inside the vehicle but I don't 100% know if they are related to the horn or not. If anyone knows where I can get a fuse diagram please let me know. The dealer said they can't give me that info. Before I try to remove the front grill to test the horns, wanted to know if anyone had any information. Thanks

98 Jetta TDI AHU 1.9L (944 TDI swap in progress) I moved so now i got nothing but an AHU in a garage on a pallet.
once you figure out the fuses, use a multimeter and test things. Start with voltage across the fuse when the horn is pushed. might be a damaged wire, mice, old brittle wires that rub on things... could also be (probably not) but happend to me. I got mad, punched the sterring wheel horn HARD, ended up bending the metal tabs that make the contact. blew fuses imidiatly had to pull the wheel apart to fix it, this was on a chevy so... grain of salt here. But gives you a quick place to start.
