I'm not sure exactly what VW says to replace, but I think they say to replace the belt and tensioner.
Why wouldn't they replace the other things? Well, it's a double edged sword there. If they try to convince the average consumer that they need to have the other rollers and water pump done, many consumers just think that the dealer is trying to sell them unneeded parts and labor. This is due to the bad rep that so much of the auto industry has.
The other side is that if they don't do these things that WE know should be done, and something fails, they have a black eye.
Add in that just a basic TB and tensioner change will cost more than what GURU will charge and they have to add in labor for the other rollers and water pump and the price gets way out of hand for the average consumer.
So, for the dealer, it comes down to marketing, really. I H8 marketing, but the dealer needs to be able to properly show the average consumer the benefit of having the entire timing belt SYSTEM changed when it's time.
That's the optimist in me speaking, here's the other side:
If they don't replace the water pump or rollers, when they go bad, they get to do the whole thing over again with possibly a new head thrown in there as well.
