I need to know if I should weld my seat in the all the way back position or replace the seat all together ?

Replace. They run around $35 at a junkyard and you can swap the parts over from your old one if the color is wrong.

If you will never sell the car then weld it. It will help keep short people from driving it and you've really put your stamp on it. Have a CO2 extinguisher nearby in case the sparks ignite anything. And if it does, think of the stories you can now tell!
