Just purchased a 2005 Jetta tdi and the driver side low beam is the only headlight working. Have power on passenger side but bulb won’t light. Tried 4 known good bulbs, I have nothing on the bright side of the lights either. Appear to be aftermarket housings as well.

Check the internal wiring, use a multi-meter to check for continuity from the connector to the "socket".
Not uncommon for the wiring harnesses to have cracked, etc on 15 yr old OEM (or 2 yr old ebay).
Depending on where you are in Ohio, you can probably get a replacement from a self serve parts yard for <$30.
Down side - you'll have to pull the bumper to get it off.
Up side - you can use the same process to confirm continuity before you start pulling things off.

One step ahead of you. Went to a local yard and they have a Jetta identical to mine. $25 a piece for the lights, they work great, cleaning them up today as they are hazy. Went ahead and grabbed a couple other parts off of it for the future .
