Golf MK5 BKC AC compressor doesn’t start.

My AC Compressor doesn’t start. I checked the fuse and it’s ok. VCDS doesn’t show any faults. VCDS Measuring Blocks shows:
measuring blocks
Is it normal value of Compressor Shut-off code 0.0 or my Compressor is broken.
Compressor current( Actual) is empty.
