Fuel Release/Trunk Release Panel

Does anybody know how to remove the trunk/gas release panel from the MK4s? I'm switching out door cards, and the ones I got still have the key lock from the donor car, which I don't have the key to, so I can't remove the cylinder by itself. I want to just switch out that panel. Anybody know how to remove that particular panel?

Not the door panel. The little 4" panel inside of the door, where the trunk release and fuel release buttons are. I need to replace that panel, because the socket where the lock goes into is broken. I've tried pulling, prying, and no luck. It looks like it should come out. I just don't know how. The bentley doesn't say anything.
