FS 1999.6 TDI Golf, non running MIDLAND,TX

Hello forum members,
Here’s a non runner with clear title, I can’t get it to start after messing with fuel system and pump. I’d say parts car but heck I can’t get it started to even know if it can run??
Mileage approximately 240,000.
Manual 5 speed.
