Friend can't seem to complete registration.

I have a friend who tried to register and it was rejected because of spam or something else, he's never been able to get it straightened out, not sure who to contact to get it looked at so first I'll post it here.

If someone would be so kind as to figure out why he's banned or why his registration was never completed that would be great.
