Engine(?) whine immediately after shutoff

In the past couple of weeks, I've had something odd happen intermittently. When I park and turn the ignition off, something in the front end seems to "spin up" and vibrate for 3-4 seconds, then "spin down" and shut off. It's a medium-pitched, loud whine/drone, and I can feel the vibration through the brake pedal but not the clutch.

Any suggestions? I've had 3 mid-major problems on this car between 60K (end warranty) and 65.5K (where I am now, ~2 months later), and it's really starting to turn me off of VW entirely.

I was told by VW tech... that the MAF is being cleaned
by an electron.... shock wave it lasts 2...3 sec.
