Emissions Recall 23Y8 Dealer refuses....2015 Passat

I got a letter 2-3 weeks ago from VoA that it was time for 23Y8 Emissions modification Part 2 of Phase 2. It says:
"If your vehicle has more than ...70,000 miles for manual transmission, your car is now eligible to have the Diesel Oxidation Cat replaced a second time before it reaches 150,000".
Coincidentally I reached 70K miles the evening before I got this letter. Well I went to the dealership yesterday to buy a new battery and brought the letter just to ask them what was involved and how long they would need the car. Service desk says that 23Y8 was done on April 24, 2018 and that it's closed and they don't need to do it again. I explained that I now it 70K and it needed to be done again buy nope.

So I go home and call VoA. The woman who answers the phone says I should trust the dealer because they know what they are doing........ I say that if this work was done in 2018 I would have had perhaps 40K miles on the car. The recall, which VW just sent me says time to do it again now at 70K. VoA lady tells me that if she asks anyone above her that they will say the same thing she says. Her BEST suggestion is that I should "try bringing the car to a different dealership". Now why would I bring the car to a different dealership if she says this dealership is correct!?

Any suggestions? Am I wrong about this work needing to be done.?

Why would you want them to replace parts on your car that don't need to be replaced?

1. Warranty Key USJ “GEN 3 Phase 2B Repair Kit” is present in ELSA. 2. 23Y8 closed in ELSA with only Step 2A performed according to Service History, or vehicle has received a GEN 3 Phase 2B Repair Kit prior to 40,000 miles (automatic) or 70,000 miles (manual). 3. The vehicle has accumulated more than 70,000 miles, and the customer requests replacement of the Emissions Control Module (DOC/DPF/SCR). Technical Background Some vehicles were part of the TDI Buyback and Remarketing program and received only the Step 2A portion of the 23Y8 Action. Customers purchasing these vehicles are entitled to a no-charge replacement of the Emissions Control Module (DOC/DPF/SCR) once the vehicle accumulates more than 70,000 miles.

When was the 2B done on your car? If you only have just now hit 70k miles, then you are good. Motor on.

I think a lot of people are getting all caught up in "free stuff" when in fact, the act of installing the stuff, which pays the tech roughly 60% normal time, when they are probably averaging 120% normal time (so, half pay) isn't going to do any good. It's like, if you hit 50, and you and your heart are healthy, but some cardiac surgeon has a great heart from a non-smoking super healthy 25 year old, and he'll put it in your rib cage for half price in his own dining room with the help of his pool boy. Would you do that? I sure wouldn't. Now, if it were a free hair cut (liken that to a free set of tires), then.....

This whole thing was just an appease to the EPA deal, kick the can down the road, nothing more. Your car's DOC/DPF/SCR module is fine. You know how I know it is fine? Because your car would have alerted you if it was not and THAT would be covered under the warranty extension. Chances are, it'll still be fine at 140k.

I was planning to do this next year in order to keep the car "up to date". I only wanted to find out what was involved since I was standing there buying a battery. I have considered waiting longer too but this was a fact finding mission. I just got off a chat with VWoA and this time they said I was correct that they were supposed to do this work for me. I have emailed the service manager a few minutes ago and I'll see what he says.
For some weird reason VWoA doesn't call the service dept of the local dealer directly??????

I will likely wait even longer to do this but I am going to iron it out now. You are right, as usual.

Well the service manager also doesn't feel that they are supposed to do any more work on the CAT. As OilHammer recommends, I am going to leave this alone for a couple of years.

The other issue is once the second fix is done, it extends the emissions warranty.

5 years or 60,000 miles, whichever occurs first, from the
date and mileage of Phase 1 of the emissions modification.
At the time of the subsequent Phase 2 modification, the
extended warranty will be honored for 5 years or 60,000
miles, whichever occurs first, from the date and mileage of
the completion of Phase 2.

Getting the Phase 2 fix done way early is just a waste of the warranty.

Service mgr emailed again after reading the letter from VW. He was really straight forward. Basically said that the VW letter (I sent him a copy) is weird and he "just didn't know" what to make of it. Said he was going to follow up with the regional rep even though I am gonna put it on the back burner for a couple of years. Seems like a decent guy.

I have this same talk with my dealership service dept most times I am in there. Just so they are kept aware. No issues so far.

Bringing this back from the dead... Went in to book service for Phase 2 B today and advisor said there was no way to do it in the system and that the recall was over. Given it's Saturday, we agreed a chat with the service manager would be in order Monday. (Canadian car in Canada).

Canada may be different but I'm in the process of getting local dealer to complete phase 2b on our passat, currently waiting on the dealer to provide a loaner.

I dont think a recall is technically be over, especially when its a HUGE emissions related one.

I had to call up VWoA and they had to reactivate the VIN to be re-eligible for 2b, when 2a was complete in 2019, 2b was incorrectly marked as complete as well.

I did finally get this done this month. The service manager was very apologetic that he didn't understand the issue two years ago. Car is running well.

I discuss this with my service department every time my beetle is in the shop for anything. I have a long ways to go on the warranty and I want to hold their feet to the fire. 5 years and 100,000 mi left to go. Not including the extension for having 2b done.

I have had pretty good service from my service department where I'm at. They usually only see oil changes and fuel filter changes just to make sure they don't say that wasn't done to void the warranty.

Agreed, but they were a joke since back when the flex pipe of the lower EGR in my BEW kept cracking and they kept installing it wrong.

Or did a turbo TSB replacement and 4 of the pan bolts were loose and had a gap

Broke my engine cover, killed my battery, forgot to tighten the plastic skid plate, made 6" gouge in the paint of my trunk with a belt buckle, lost my drivers door keyhole cover, and so much more. I don't go to that dealership anymore. New one has done good work
