EGR valve replacement

2 things I was wondering. First is DGR covered in the dieselgate cars? I have a 2014 Passat TDI Sel. Second is how hard is it to replace. I was just quoted $450 for the part and $1000 in labor. Plus a flush. So my grand total at the moment would be upwards of $1700+ that seems pretty high since as soon as I started looking into it. The web was saying $500-600 with parts and labor.

You talking the egr valve (which is on the intake) or the egr cooler?

Sorry yeah I fat fingers that. I was being told at first it was the EGR valve but it was the cooler and it was covered by VW so I took it there for the free work. Good thing cause apparently it was $2K

I only removed one, its a big job, I wouldn't do it for 1700
